Witches, at least 'real' witches as they are in this game, are a little different from their real-life counterparts, but Wicca, Paganism, etc. do still exist.
For starters, witches are born from human parents. They are sexless and cannot reproduce, though they can have romantic attractions. Most do not, however, have sexual urges. This sexless state is because of the witches' ability to shapeshift. They can literally look any way they want. Most changes they can perform consciously, though some such as the shape of the pupil, are controlled by the witch's emotional state (this does not effect the witch's vision). Some things are unchangable, though, like their skin tone which is always the color of notebook paper (Without the lines and stuff, of course) and they never have any discernable eyebrows.
Witches can also control the weather, temperature, and other things. Moving things with their minds, creating constructs out of ectoplasm (the color is personal to the user and these can be programmed to perform certain actions, much like robots), and a whole lot of other awesome things.
Witches do not create ectoplasm out of thin air, though. Well, actually they can. They just can't make it out of nothing. They are basically taking the available molecules around them, breaking them down, and reassembling them as ectoplasm.
There are no magic wands or silly incantations and they do not need a broom to fly. Their flight is more like levitation, in that no force needs to be pushing them up, though they can create one. Mostly they just will themselves to fly and they do.
There are two general kinds of witches, the Creators and the Lucid Dreamers. Lucid Dreamers view their Telekinesis and other powers as the world conforming to their will. Their environment is under their absolute control. They do not spill their tea if they turn the cup over.
Creators are witches who view things like telekinesis as an extension of their hands. It is simply a manipulation of their environment, taking what's there and changing it. They spill their tea if they turn the cup over.
Of course, there could be a million and one different reasons a witch would spill a cup in any given day.
Because of all this, witches are almost always born into celebrity status despite much prejudice against them. Though they are rarely born into famous families (A notable exception being Vicious Whisper), they are quickly made famous by their 'witch' status.
There are only 52 witches in the entire world! If there get to be more than a few in Dreary Heights, there may need to be an in-character reason for all these witches to have come to this place.
